What is a BID?
BID stands for “Business Improvement District.” A BID is a formally recognized non-profit organization dedicated to improving the quality of life in a defined region.
BIDs provide clean and safe services. This includes street, sidewalk and alley cleaning, safety ambassador patrols, open space cleaning, marketing, beautification, capital improvements and outreach for policies and projects that will benefit the BID’s district. The services provided by BIDs are supplemental to the services already provided by the City of Los Angeles.
How long has South Park had a BID?
Greater South Park BID (GSP), from the 110 to Margo St, was formed in 2005 and South Park II BID (SPII), from Margo St to Broadway, was formed in 2016.
What are the boundaries for the proposed BID?
GSP and SPII will be merging into a single BID, South Park BID (SPBID). The general boundaries will be the 110 Freeway east to Broadway St. and the 10 Freeway north to 9th St./Olympic Blvd.

What is renewal?
BIDs operate on a designated lifecycle and SPBID’s current five-year lifecycle is coming to an end on December 31, 2017. Renewing will allow us to continue providing services for another five-year term, from 2018 – 2022.
Am I eligible to vote?
You are authorized to vote if you are 1) the property owner, 2) legal representative of the property owner, or 3) listed on the property title.
You are not authorized to vote if you are 1) a business tenant leasing from a property owner or 2) cannot provide evidence that you are listed on the property title or are a legal representative of the property owner.
How does voting work?
Voting for SPBID’s renewal occurs in two phases: petitions and ballots.
Petition phase has started with the materials here, and a petition you should receive by mid-May. Your petition asks you whether you would like the opportunity to vote on renewal. The petition phase is the City’s process to evaluate the interest in continuing the BID.
Ballot phase is dependent on petition results. The ballot process is the City’s official way of allowing property owners to participate in a vote-by-mail election for the BID’s continuation. Under state law, a special tax assessment must be put to a vote by those who will be paying it. For the BID to renew, 51% of votes must be ‘yes.’
Can I opt out if the BID is renewed?
No. If SPBID renews, every property owner in the BID pays for and receives services – regardless of how they individually voted.
Who will manage the BID?
South Park Stakeholders Group (SPSG), formed in 1999, will continue as the governing entity over SPBID. The SPSG’s Board of Directors consists of South Park district property owners, residents and other stakeholders who oversee the management of SPBID.
The Los Angeles City Clerk, City Attorney and City Controller provide administrative and fiscal oversight for all BIDs. Regular reports and audits are required by all BIDs to comply with the City.
